Therefore, If Bill Gates and others are guilty of developing biological weapons which are illegal to develop, then they should be arrested, charged with their crime, tried, convicted, and sentence to death! They would be guilty of murdering and maiming tens of millions of people so far, and possibly over time, billions of people!

Patents are complex, and may apply to the process of mutating or whatever. They are also hard to look up if you’re not a patent attorney or someone very familiar with the system. I am also told that no patent exists. I’m not sure who or what to believe?
