3 If the foundations are destroyed, what can the righteous do?

He answers the question in verse 7:

7 His countenance beholds the upright.

Before that he exposes and condemns the wicked. He also declares that he puts his trust in the LORD. God is sovereign and in charge – that is, He controls all things. A sparrow does not fall from the sky apart from His will!
