The separation of powers is under the Executive Branch (U.S. President), Legislative Branch (House & Senate) and the Judicial (Supreme Court). Bureaucracies are their own executive, legislative and judicial. Therefore they are the very definition of tyranny or dictatorship. Try fighting one of them.
