“Proceeding deliberately” means that they are going to take their sweet time so that everyone gets tired of waiting for results and loses interest. “Leaving no stone unturned” means they need time to come up with credible lies as to what really happened while also covering up and destroying as much evidence as they can, or sealing the records for the next 75 years.
Don’t expect anything to come of this.
