Here is a brief explanation of how it works!

Party “A” decides dealing drugs will be profitable!

Party “A” puts his friend, party “B”, in political office and thereby providing pausible deniability!

Party “B” appoints a drug interdiction officer, Party “C” providing further plausible deniabilty and insulation for both parties “A” and “B”! (Note that party “A” has double insulation now!)

Party “D” decides drugs would be profitable to deal!

Party “A” doesn’t want Party “D’s” competition, and aslo realizes that Parties “B” and “C” must have the appearance of some success in their drug interdiction efforts in order to establish some credibility!

Party “A” then instructs Party “B” to put Party “C” on to Party “D” and bust his efforts!

After getting busted a few times, Party “D” goes to Party “C” for some relief. Party “C” is tempted by the bribery, and accepts the bribe with the understanding that he must still have some successes to which Party “D” agrees.

Party “B” hears of party “C’s” extra revenues (bribes), and wants “a piece of the action”!

Party “C” acquiesces in order to keep his job!

Party “A” hears of Party “B’s” new found revenues and takes a “piece of the action” as well.

Meanwhile, Party “A” never gets busted and never has a loss!

Pretty soon, Party “E” comes along and wants to deal drugs, and the scenario is repeated and begins to function like a franchise for Party “A”!

Meanwhile, although there are numerous drug busts and millions, if not billions, spent on the effort, the drug problem continues to grow. Yes, folks, the 1971 Richard Nixon War on Drugs (and yes, Nixon was in on the fix) continues unabated, and the cost in human life, prisons, law enforcement, court systems, wasted time by politicians, loss of privacy, destruction of the Constitution, security measures instituted, and loss of liberties is staggering and in dollars amounts to many trillions!

And, Party “A” continues profiting with no fear of law enforcement or politicians touching his enterprise or disrupting his life!
